After finishing Act 4: Azura you can talk to Snakeman to start this mission.
Snakeman wants you to go to Nakano and find Nanoka to ask about the Nakano Investigation data. Nanoka is located right next to the entrance to the Yagiya.
He gave the Investigation data to a researcher, and asks you to find it. You are now looking for a NPC named Clumsy Researcher. He can be found at the right end of the largest of the ruined buildings right behind the Yagiya.
When you talk to the Clumsy Researcher you will have two choices.
Option 1: Hit him, (CHAOS Shift)
Option 2: Admonish him. (LAW Shift)
After you decide he will rattle on about being a klutz and a coward and then send you on your way to the Shinjuku Babel entrance. You are now looking for a NPC by the name of DB Tanaka, located just in front of the Shinjuku Babel entrance.
When you talk to DB Tanaka you are given three choices.
Option 1: Pay 1,000, Macca
Option 2: Persuade, (LAW Shift)
Option 3: Take by force. (CHAOS Shift)

Now you are to deliver the data to Snakeman.
Reward:
3,000 Macca
Act 6: The Obelisk of Balance

You will be sent off by Snakeman to Nakano again, and head to the Obelisk in the middle of the forest (looks like a tower). You should be able to find two DBs near the lake if you walked straight to the middle. Talk to either Kano (CHAOS Shift) or Yamaguchi (LAW Shift) then the innocent standing between the two. Return to whoever you spoke to, and you will be asked to kill demons.
After you are done, speak again to the DB, and you will watch a clip on another DB who just arrived. Go back to the innocent, who will then ask you to return to Snakeman, where he will reward you with 4000 Macca, and explain the DB license test which is only available to players level 25 and higher.

Note: You must be level 25 or higher to begin this Episode.
Talk to Snakeman and get your DB license test card. Talk to the machine to the right of Snakeman and go inside the VR room.
Once inside you will have to face a room filled with Garm.
After you have defeated the Garm you will have to square off against an AOE Pyro Jack and AOE Jack Frost.
Once you defeat the Jack Brothers you will have to face a Cerberus and an Orthrus.
Defeat the pair and talk to Snakeman again.
You will then have to go to the service tunnels for another boss fight. You'll have to fight a room full of Shikigamis and an Oni.
Return to Snakeman and become an official DB.
